Dr. Panjabrao Deshmukh Scholarship: Eligibility, Amount & How to Apply
If your parents are marginal (small land-holder) farmers or registered labourers, or you come from an economically weaker household and stay in a hostel away from home, the Dr. Panjabrao Deshmukh Vasatigruh Nirvah Bhatta Yojana can give you up to ₹60,000 a year to cover food, hostel and living costs. It’s one of Maharashtra’s most useful — and most under-claimed — student schemes, and you apply for it free on the MahaDBT portal (mahadbt2.maharashtra.gov.in). Here’s everything you need to know.
1. What is this scholarship?
Named after the great social reformer and educationist Dr. Panjabrao Deshmukh, this is a hostel maintenance / subsistence allowance (Nirvah Bhatta) scheme of the Higher & Technical Education Department, Government of Maharashtra. Unlike a tuition-fee waiver, it gives you a yearly allowance (paid for 10 months) to help with food, residence and daily living expenses while pursuing a recognised professional/technical course such as Engineering, Pharmacy, Architecture, MBA/MCA and similar.
Think of it as living-cost support — especially valuable if you’re a hosteller who moved to another city to study.
The scheme runs through several directorates (DTE for engineering/pharmacy/polytechnic, DHE, DOA, MCAER, MAFSU). The eligibility and amounts are essentially the same — engineering students apply under the DTE version.
2. Who is eligible?
- Indian national and domicile of Maharashtra.
- A bonafide student admitted to a recognised professional / technical course (Diploma / Graduation / Post-Graduation).
- Admitted through the Centralised Admission Process (CAP) — management-quota / institute-level admissions are not eligible.
- Studying in a Government, Government-aided or permanent non-aided college / Government university — Deemed and private universities are NOT eligible.
- Admitted under the General (Open) or SEBC category, and belonging to one of:
- child of a small land-holder farmer (alpabhudharak), or
- child of a registered labourer, or
- Economically Backward / Weaker Section (EBC / EWS) student.
- Total annual family income up to ₹8,00,000.
- Should be a hosteller — staying in a Government/private hostel, as a paying guest, or as a tenant.
- Must not avail any other scholarship / stipend or maintenance allowance.
- Minimum 50% attendance in the previous semester (relaxed for freshly admitted students).
- No gap of 2 or more years during the course duration.
- A maximum of 2 children per family can benefit in the same academic year.
3. How much do you get?
The allowance is paid for 10 months each year and depends on where your college is located. Total benefit ranges from ₹38,000 to ₹60,000 per year:

4. Documents to keep ready
- 10th (SSC) marksheet and all subsequent marksheets.
- Domicile certificate of Maharashtra.
- Registered Labour certificate or Alpabhudharak (marginal land-holder) certificate. If you are neither, a family annual income certificate (from the Tehsildar).
- Undertaking that not more than 2 beneficiaries from the family are claiming the scheme this year.
- CAP-related documents (allotment / admission letter).
- Hosteller proof — for a private hostel or paying-guest stay, a rent agreement with the owner is required.
- Aadhaar card (linked to mobile) and an Aadhaar-linked bank account — payment is by DBT.
- Passport-size photo and signature per portal specs.
5. Step-by-step: how to apply on MahaDBT
- Go to MahaDBT — mahadbt2.maharashtra.gov.in and register as a new applicant (Aadhaar + mobile OTP).
- Complete your profile — personal, domicile, income and bank details exactly as per documents, and finish Aadhaar authentication / e-KYC.
- Find eligible schemes and select “Dr. Panjabrao Deshmukh Vasatigruh Nirvah Bhatta Yojna” under the relevant directorate (DTE for engineering / pharmacy / polytechnic).
- Fill the application — course, college, CAP details, hosteller details and your eligibility basis (farmer / labourer / income).
- Upload documents within the size and format limits.
- Submit & save the Application ID.
- College verification — your institute’s scholarship section verifies it online; follow up if it stays pending.
- Track status — once sanctioned, the allowance is credited directly to your Aadhaar-linked bank account by DBT.

6. Tips to avoid rejection
- Get your farmer / labourer / income proof ready early — it’s the biggest delay.
- Keep a valid hosteller proof (rent agreement for PG/private hostel) — this scheme is only for hostellers.
- Ensure the bank account is Aadhaar-linked (NPCI-seeded), or the DBT payment will fail.
- Don’t claim another scholarship/stipend at the same time — that makes you ineligible.
- Keep name spellings identical across Aadhaar, marksheet and bank.
- Complete the college verification step — “submitted” is not “approved”.
- Apply before the yearly deadline; the window is time-bound.
